Sr20det s13 IACV wiring

I don't think my IACV works because my car is hard to start when cold and can be started at WOT. With the key off, my four wire plug that goes to the IACV, the blue\green wire and the blue\red wire have no voltage. The black\yellow wire is a decent ground and the light blue wire reads no voltage. With the key on engine off, the blue\green wire still reads 0 volts. The blue\red wire reads 0 volts. The Black\yellow is still ground. The light blue wire reads .8 volts. I can't find anything ablout this for the s13 sr20det and need some help with what the wires are supposed to read when key off and KOEO on a setup that works. Any help is appreciated.

thats normal.... i think its ur coolent sensor...

When I called my local sr swap garage (heavy throttle), the guy there said one of those wires should read 12 volts when the key is in the on position. If the system does run that way as you said, when does the voltage increase over 1 volt and what are the two dark blue wires for?

notting, on my car they read Zero too..
