If you go to a professional paint shop you can get detailing compound and polish. You can use the compound then the polish to buff it out with a small orbital buffer. This is probably like a spot that is stuck in the finish. Because it is on the top of the finish you may be able to remove it. I hope this helps. You can also get some rubbing compound from the automotive store first if this help and may be cheaper than going to a professional shop.
