Rubbing Tires

Hi all,
I got a 98 integra sedan and just got new tires on it (205/60/15)
Everytime I have passenger in the back seat or heavy load, the rear tires rubs the rear fender. Is it that the tires are too big or I have bad suspension? Please help.
