Help please, code P1441

hi guys, i've got a 99 venture and the problem i have is when evap should be closed the valves didnt close.
i checked the electrics, i found 2 evap valves, and 2 wires on each valve, 1 of the 2 is 12V from the battery and the other is ground from the computer. the wires are good, but the computer doesn't ground the valves at any time.
i then checked the valves, they work fine with proper electric supply.
the result is the engine light is always on. i changed the computer twice using second hand parts the light would turn off when a new computer is connected and turn back on the next day.
the scanner reads P1441
and my question is when and under what condition the evap censor close the valves?
please give any opinions you might have.

A trouble tree is needed here to track this down either in a factory shop manual or an online manual such as alldata.com. The purge flow is wrong or so the sensor is telling the pcm, so it may not be the valves or the pcm, hit and miss parts replacement will not work with these evap codes.
