We drove through a huge flood and the van died on Friday.
Does anyone know how long it will take for starter to dry out?
Battery also seems dead now.
It would not take a jump start even from a tow truck.
Will starter dry out on its own or should I replace?
Will I also need to replace battery?

Please help.

If the battery is less than three years old get it recharged at just about any place that does auto maintenance then have them do a load test. If it passes reinstall it and see if the van starts. Your starter should be dry after two three days of sitting.
