Not sure about the R34s, there was one for sale (Gtt automatic) which was fully legal. The R33 GT-t are very common, I saw about 3 for sale in the past 4 month. The GT-r I saw only an R32 and an R33, but have never seen a R34.
About the price, I was wrong. The R32 GT-s is 8-10k, R33 GT-t are about 15k and GTRs are even more expensive. But it is fully legalized in every state including Cali.
