Is it really that hard to find a 2001-2005 Tacoma V6, 4x4, ext cab, manual between 12-$16000 with decent mileage .. I guess it's a lot of requirements to meet but you would think they would have more of them. The only ones I've found have been sold when I called the dealer. I live in Northern Virginia and maybe found like 3 within 300 miles of here.

Looking at the Kelley Blue Book retail values a 2001 truck like you want has a retail value of $15,230 for a truck in excellent condition with average miles (about 68k). So you are close on your top price for a bottom end truck. You don't often see them on used car lots in central NC. You may not be able to negotiate your price due to high demand and low supply.
