94 Ford F150 XLT wont turn over!

Truck has been sitting for a couple of years. I charged the battery, battery shows 11.7 Volts, turn key and all I can hear is ONE loud click(sounds like it is coming out of a black box, maybe a relay but now sure what it is, that has power/ground running in and out of it) on the passenger fender under the hood. The starter makes no attempt to turn.

Any ideas? What is this click coming from? Could this thing on the fender be bad and not allow current to make it to the starter when I turn the key?

Could be a bad starter or bad battery. Might not be putting out enough amps to the starter. Usually cars that sit need new batteries. Does it turn over with the charger attached or ? If you can see the starter find a rod or small hammer and tap on the top of it. The small round thing bolted to the top of the starter. Sometimes this is a quick temporary fix. It means you need a new one though if that works.

Check to make sure the connections are clean on both ends of the battery cables. Have you tried jumping the vehicle?
