Sometimes your even required to steal certain cars for a mission. Also once in a while there will be a parked police car that you can steal just for joy riding. The first one is a classic, and the second one is pretty great, but I have high expectations for the new one. There is a great short film called "Run the Gauntlet" on the website that was produced by Ridley Scott, the director of Gladiator.
