Lock Mode Exit Help 02 Crown Victoria

Last night about 3am I heard a sound outside around the Crown Vic. Didn't think much of it until this mourning when I was unable to start the vehicle.
It appears that the car is in 'Lock' mode where the key is un-turnable as well as the steering wheel.
What is the procedure to exit this mode? I haven't been able to find any info about it. Additionally, I have 3 keys for this vehicle and have tried each set in attempt to exit the lock mode with no luck.

I have never heard of such a thing before, especially on a Ford product.
I suspect that what really happened is that the steering wheel lock is set (has been on every car since the '70s), and that the wheel is under some pressure, so the key will not turn (binding).
Usually, all you need to do is gently rock the steering wheel back and forth while attempting to turn the key to the "ON" position. I have never seen a situation where this did not "unlock" the key.
I suspect that what really happened is that the steering wheel lock is set (has been on every car since the '70s), and that the wheel is under some pressure, so the key will not turn (binding).
