HVAC blower motor out to lunch

1995 Olds 98 regency elite. This motor control has a few symtoms. At one time the HVAC motor does not turn off when ignition is off. Instead of several speed controls when rotating the speed knob, I get two very suttle speeds. To save the battery, I disconnected the motor. The second symtom is when I plug the motor back in, and push and twist knobs to turn the motor on, it does not turn on. With both symtoms, the speed indicator will go up and down proportionally to the position of the knob. Any support will be greatly appreciated.
