15 inch wheels

I have a 2001 dodge neon and have 14 inch wheels with p195/65r15 tires on it. Two of the four 14 inch wheels are pretty mangled. I have a set of steel wheels with p195/65r15 tires on them. my question is can I swap these wheels or do i need different sized tires

Assuming you meant that the 14" wheels have p195/65 r 14 tires on them.
An appropriate 15" tire size would be 195/60 15 or 205/55 15.

195= 195mm tire width
/65= Is a % of how high the sidewall is compared to the first number
r is for Radial
Other letters in addition to r can be:
H,S,T,W,Z,Q represents top speed in which tire can be safely used
14 = Represents wheel diameter in inches
