help with headlights...

almost everytime i start my jeep i have to open the hood and mess with the connections to the headlights. they will either be dim as hell or not on at all. should i disconnect them and try and clean the connections? or do i gotta buy something? also i noticed theres some water, not much looks like condinsation or something on the inside of the headlights and taillights... bad thing?
