Idle air bypass valve modification

Just purchased 2000 P71 from local Sheriff. They added a small circuit to the idle air bypass valve. Only part of it was left on car when I got it. It was a wir spliced onto the white wire at the idle bypass valve. This wire went to a dash mounted on/off switch. The switch had a small 1/4 watt resistor in series with wire leading out of switch. The wire was cut there. Is this to increase idle to help cool engine more or to help give engine more power on high speeds? We get very hot summers here, 115 (Tucson Az) is not uncommon. Any ideas? I assume the resistor lead went to 12 volts??
