follow these steps:
get in the car and lock the doors with the master switch.
insert and then remove the key in the ignition repeatedly 6-10 times, the hazard lights should flash twice.
hit the lock button on the remote.
if you are programming another remote, unlock the door with the master switch, then lock it back, then hit the lock button on the second remote. when you are done, just open the door to exit program mode.

I have tried to program my remote several times using the instructions you sent. It is still not working. I checked the remote battery and it is good. Now the hazard light will not turn on when the key is inserted 6 to ten times. What should I do?

Are you sure you have the correct remote for your 2000 Altima?
Some people buy them on ebay and they are listed completely wrong. The 98-99 Altimas use this:

And the 00-01 Altimas use this:

They both have the same "KOBUTA3T" FCC number...but are not interchangeable with eachother.

I have the correct remote. Here are somewhat different instructions I received from the seller:
1. Insert key into ignition and remove it from the ignition key cylinder at least six times within 10 seconds. Your Hazard Lamps will flash if you have performed this step successfully. NOTE: Withdraw key completely from ignition cylinder each time. If this procedure is performed too fast,
system will not enter programming mode.
2. Insert key into the ignition cylinder and turn to the ACC position.
3. Within 5 seconds, push ANY button on the remote transmitter. Your
Hazard Lamps should flash. NOTE: Do not press the button more than one time in the above step. If the button is pressed more than one time, the
programming procedure will not be successful.
4. If there are any remaining transmitters (including the old ones),
unlock then lock all doors using the driver's side power lock/unlock switch
and within 5 seconds, push ANY button on the next remote. Your Hazard Lamps should flash. Repeat this step for each transmitter (including any existing transmitters).
5. Turn the key to the OFF position, remove keys from the ignition,
unlock doors using the driver's side power lock/unlock switch and open
the driver side door.
