The DRL's are off and when I turn my headlights seems like it's a half power, also I turn on my high beams and the passenger side is on but the drivers side is out. Replaced bulbs . . . no go.

The DRL light on the dash is blinking. Manual say's if it blinks it's a relay.

Where is it located?

It's not that. Check the main grounds upfront in the engine area. I had a Sunfire in last summer with the same thing you are saying. If those turn out OK then it's the instrument cluster. The cluster controls the DRL and headlights.
