'97 318i won't pass ILL emissions test

Blown engine replaced 2 years ago Feb 2004. 2 years ago March 2004 went in for ILL emissions test and failed with OBD throwing codes P0340 (Camshaft Position Sensor A Circuit) and P0420 (Catalyst System Efficiency Below Threshold). Took it into our old mechanic (not dealership and not BMW specialist) and they ordered rebuild catalytic converter and new cam position sensor. Cat converter installed but Cam postion sensor NOT installed because it was the wrong size.

Now the mechanic said there was "something different" about the engine vs. the other e36s they'd worked on. He even thought that the error code might be caused by the different engine and the OBD. Anyway since the bill was over $400 I got a waiver without passing the test.

Now to this year. Borrowed a OBDII reader and the car is throwing 2 codes: P0340 and P0130 (002 Sensor circuit malfunction). I've been told that the emissions test is two-parts: first pass the OBD and then they hook up to your exhaust for the 2nd. I won't even get to the 2nd part. Got until end of March to figure it out before I get my license suspended. Here's 2 pics of the "mystery" engine. Thanks.
