Code Scanning Problem on 94 Villager

Hi,
I have a 94 Villager that I am attempting to retrieve problem codes if any. I am using the procedure in the Haynes manual of diconnecting the diagnastic connector in the engine department, turning on the ignition (engine not running), using a jumper wire bridging the appropriate terminals for 2 seconds, disconnecting jumper and reconnecting diagnostic connector. (Here is the problem) I do NOT get a flashing check engine lite of any sort. I have done this procedure numerous times with out any luck.
Any suggestions will be greatly appreciated. ( I am completely at a loss to why I do not get any codes at all.)

Upon checking the current on the 3 wires on the diagnostic connector it seems that there is not any current on the #4 wire on the female end of the connector, but current on the #3 wire on the male connector. IS this a PCM problem???
