'91NA Auto to '93 3S-GTE almost Complete

Hello,

I am currently in the final stages of an engine swap to a JDM 3S engine. All wiring is complete and all hardware is installed as stock except for HKS VPC. Engine cranks fine, but fuel won't flow unless I close the open circuit relay manually, and I have no spark. The only engine diagnostic to show is the Air Flow Meter. Toyota says this is probably the problem, but Dynamic Turbo (Miami) and St. Andres (CA) says the VPC shouldn't be the reason for no spark and fuel. Even though I had to re-arrange the pin-ins to the JDM ECU, they look correct (using '91 and '93 Wiring Diagrams). The igniter, coil, etc. test out fine with proper voltage running to the coil. I can only think at this point that the ECU is screwed. Before I spend $200 to $500 on a used ECU, I was wondering if anyone else has had a similar problem?

Thanks for your responses,
