light problems

87 300zx n/a my lights won't go on when they are in the down position. aren't u supposed to be able to do that? the button that put the lights up and down works only when the lights are off. some kind of electrical problem and i was wondering if anyone has any tips to help me troubleshoot this problem. i've seen other cars with the lights on when in the "closed" position and i like the way it looks a whole lot more than when they are up. any help would be greatly appreciated. thank you in advance
