Stock Turbo.

The stock turbos on the vr4 comes at 7 or 8 psi and i was wondering if it is possible to turn up the turbos with out any damage to the engine?

14psi is safe for your car.

stock turbos come with a wastegate actuator that sets a base PSI for the turbo of 6 PSI, so thats what the turbo runs stock without any kind of interference. However, mitsu put boost solenoids on the car to interrupt the path between the intercooler pipe and wastegates. As a result, the 91-93's come stock @ 9 PSI, and 94+'s come stock at 12 PSI. As stated, you can turn the boost safely up to 14.5 PSI.
