Low gas milage in 2.2L 95 coup

im geting about 18mpg highway and 15 city driving, i dont keep my over drive on during city driving and dont use the ETC button. Is this normal? has any one else have this problem?

I would engage the overdirve and see what happens over a span of two weeks. My guess is that you need the overdrive even though you drive city only. On my 89' when it was purchased new I was specifically told to keep it on.

That mileage doesn't sound normal to me. Leave the overdrive on. Overdrive on will give you your best mileage.

The things I would check are:
1. A thermostat stuck in the open positon, keeping the car from reaching normal operating temperature. What does the gage on the dash show?
2. A defective coolant temperature sensor sending readings to the ECU (computer) that the engine is always cold, when it is not. You will need a DVM and the specs from the generation 3 manual at the top of this forum for that (or the specs from any manual).
3. A dragging brake on any of the 4 wheels.

i think that your right the temp guage show 1/4 to 1/3 of the way up, Is that normal?

No, it's not normal. It should be almost halfway. It's sounds like your thermostat is stuck in the open position, so the car is not warming up to proper operating temperature. This could account for the poor mileage. I bet your car also doesn't give much heat and takes a long time to start giving any heat. Change the thermostat or have it done. This is really an easy DIY fix, but also shouldn't cost too much to have done at an independent shop.

did u check tire air pressure?
and spark plugs gap?
air filter.
