on my 93 camry, theres a plug thingy under the steering wheel that looks like its missing some kind of chip that goes there...i bought it like that, but i didnt know that that part was there till i got home with the car...i called the previous owner, but he said he had no idea either...he said it was probably a security device or something like that....what is it?

I believe that could be one of the OBD (On Board Diagnostics) connectors located near the steering column but coming from under the dashboard. This would be an empty connector where a shop would plug in a diag device. There is also one located under the hood on the passenger side near the wiper motor (if memory serves me correctly) but it is rectangular with a cover on it.
Hope that helps. If that doesn't sound right I can look closer at my 93.

I think I may know what you're talking about. I've seen them before...they're just flat with one row of pins. They're a basic starter disable system that usually requires a "key" that you insert into it to start the car. If you can start your car without that, it's more than likely been bypassed...so I wouldn't worry about it.
