Just wondering what kind of gas milage is considered normal for a 2000 Trooper 3.5L V6. I just got the truck used and it was getting 13mpg which needless to say is horrendous.

I added Cheveron Techron Concentrate to the tank and filled up with Super. I also changed the air filter and now seem to be getting 16 to the gallon (hwy miles). I'm wondering how that rates compared to other fellow troopers?

at this time of year due to winter gas, 13-17 is about right. In the summer you can expect 15-19.

Mid to high teen MPG's is about the best you will do with a 1998-2002 trooper. I can get 20mpg with my 2002 rodeo, but it is usually under 19mpg. Consistant <15mpg on a 100% stock tooper or rodeo means you've got something going on.
