HC (PPM) emission test FAILED!

Hi people, I'd go to an inspection location today, and I couldn't pass inspection because the HC was high, about 40 points above the Texas standard reading. Inmediately, I'd change the Oxygen sensor, which was not working, and I did put a fuel system treatment to my car. I'll change the PCV Valve also, so, what also do you recommend me to do???
Also, I found oil in one of the spark plugs today, I don't know what was it doing there, but I know It shouldn't be there, What can I do to fix the problem???

replace spark plugs and cable (definitely) + distribution cap and rotor (check this)... from what I know, you're also losing power (running rich??) maybe its misfiring. Try resetting the ECU after that too.

oh btw, when you install the new plugs, make sure it sits tight and secure. The same leak happened to my roomate a while ago, due to bad workmanship and very old liquidy oil. Change oil, I recommend regular 10w-30 although its winter...add "prolong" if u want. I did, and it helps "relaxes" my 130k miles engine down a bit :)

run your car for a long time before going to smog, this allows the cat to heat up...id say go drive up and down a little mountin then go get it smogged, re-set the ecu just beofre you get to the shop
