I have a 98 Avenger ES V6. My Avenger didnt have a cover inside under the dash when I bought it. Actually, I didnt know that they had one at all. I am going to be very nice right now. I am going to go outside am create a diagram off from my fuse block. Okay this is the fuse block for the drivers side under the dash board by the brake pedal and kicker panel. Starting from left to right and then top to bottom: 15a, blank, 10a, 10a, 10a, removal tool on end of top row. 30a, blank, 10a, 20a, 10a, 30a blank, 10a, 15a, 10a, blank, 20a Hope this helps you.
