What do I need to replace/service for a tune-up of a 95 Eldorado? And what brand(s) should I use?

There have been a lot of problems with using non-AC Delco spark plugs in the Northstars. My suggestion would be for AC Delco plugs and wires.
Also, I'd replace the fuel filter if it hasn't been done recently, along with air filter, and at least check the PCV valve.
If the serpentine belt has more than 60k miles, I'd replace it, or if it's getting some cracks. Also check the idler pulleys and accesories for excessive wear or bearing noise.

First, you need a manual. As limited as they are for diagnostics, the Haynes or Chilton manuals cover basic procedures well. You can buy them for about $20 in places like Walmart, auto parts stores, or online at amazon.com or bn.com.
For parts, use AC Delco whenever possible.
