My best friend has a Sebring and when he is turning hard right and brakign at the same time the power steering pumps goes CRAZY. It starts whining and making all kinds of noise and keep ups until you slow way down. You can feel it in the steering wheel. It is very weird. Does anyone have and idea why it would do this?

Low power steering fluid and/or bad bearings in the power steering pump. Try switching the power steering fluid to a synthetic one. I have heard that helps some people with noisy pumps.
