I have a 91 honda hb an i want to do the body work an primer it....but do i need to sand it down all the way to the metal t/y bye now

the only places you should take down to the metal is where you are filling dents, other than that just scuff up the exterior paint spots and paint over it unless its cracked and stuff like that that will show though the primer
