I just got my son his first car. 93 Ford Mustang LX w. 2.3l 4cyl. From the first test drive it has had a lot of hesitation. I have replaced the plugs, wires, air filter, fuel filter, PCV valve. Still alot of hesitation, especially at lower RPMs. Acts like your not even pushing on the gas, then it jumps up in RPM's. Any help would be great.

You might check fuel pressure, if the fuel filter was dirty enough to have clogged then it may have damaged the fuel pump, you might also check the MAF sensor.

i have the same year and engine and had similar problems when i bought it. it was the MAF sensor.
