turbo fin free play?

i bought a used turbo from a friend of a friend type deal its a garret gt2550 it looks like its in good shape other than the jackass spray painted it orange my question is how easily should the fins spin just buy using my fingers to spin them with the turbo fully asembled.i got all that ugly ass paint off and i took it all apart and it did have some coking on the internals i cleaned it all up and put it back together and it spins a little better but still seems stiff but ive never done this before so i dont know how easily it should spin. also during asembly what parts if any should be oiled or greased, or will this all be lubricated when installed with the oil lines hooked up

if the turbo been sitting to long it will be a little hard to spin it should b able to spin with just your fingers though...check for any shaft play to before bolting it up you dont want anything to break on u...another thing if theres no shaft play and it spins but not to good a reason could be cuz theres no oil or water to lubricate it....if u disassembled the turbo and put it bak together without using assembly lube or something it should be fine because when u open a turbo all it really is a a rod with two fins and that needs to be cool from the oil so the oil will lubricate everything..
