my 97 Mercury Tracer wont start.

At first i thought it was the fuel pump. i replaced it. then realized that when i turn the key on i didnt hear the pump turn on. i opened the fuel filter and turned the key to see if gas would drip out, but nothing. i checked both fuse boxes, and the fuel pump fuse. i even checked the wires for splits or something.
i even used one of those tools that you can check the power levels in wires. and it seems to have some power...oddly even without the car being on it has the same amount of power.
i took both fuel pumps out and directly connected both of them to the battery, and they turn on. but for some reason inside the tank it wont turn on. so it IS something electrical.
the only thing i can think of is it could be the computer. im not sure if thats something i can replace easily tho. i cant seem to find much about it on the internet.
i just wanted to know if there is anything else anyone can think of that could cause the fuel pump not to come on.
any help is appreciated :)

Did you check under the hood for the relay fuse for the fuel injectors .
It is on the drivers side of the car it may be blown

Did you check under the hood for the relay fuse for the fuel injectors .
It is on the drivers side of the car it may be blown
