Engine code problem

I have an engine code which keeps coming up and hoping someone could narrow down the problem...The code is p1443 and from what I'm reading it is a " EVAP Emission Control System control valve Malfuntion" . Whatever that means...I'm thinking like a purge valve or similar but just not sure what to look for ...Anyone else run into this??

on a 97 mustang, there is a thick vacume line between the engine and the evap canister. In this line is a valve. the PCM turns it on and off to control purge. Remove the valve, check for corrosion in the connector, and take the valve over to the bench. Using a 12v DC supply, see if you can activate the valve, if you can, then put a piece of Clean vacume line on it and draw a vacume with something (mouth) and then activate the valve. the valve should either be completely open or completely sealed, no leaks.

Thanks for the response..Everything you wrote makes sense but the valve does open and close on the workbench with 12 volts applied and the lightand code keep coming back.. Is there a way to test the sensor that is on the same vacume hose as the valve? Or what is the next step..?? I hate to just start replacing parts for no reason..
