No fuel past fuel pressure regulator

Help,I have this car sold as a trade in,now it won't start.Have fuel to pressure valve but no further..poured some fuel into cylinders,it fired right away.Removed fuel rail and injectors,cleaned,also cleaned electricel conections.Did this prior to finding out I had no fuel past pressure valve.Hope someone can advise me as to the problem. Seems like the pressure valve but would like to be sure before I start to change parts. Thanks

Before you replace the fuel regulator, I would attach a pressure meter and verify that the pump and filter are up to snuff.
