Sounds like the power steering pump is going.

The belt going around your power steering pump might be loose, thats the problem mine had, and it was acting exactly like you described. But I'm also still wondering does it act this way when you turn the wheel any amount, or does it act this way when you turn the wheel almost maxed one way or the other (hard steer)?

Check the fluid level. If it's a howling/groaning noise, the pump could be cavitating due to a low fluid level. If it's more of a scream or shreik, or a dog yelping noise, then check the tightness of the belts.

If it's doing that howling/groaning cavitation sound, and the fluid level is fine, then it might be time for a new pump.

Could be a loose belt then. Check the tension. If it's a serpentine belt, you may need to check the tensioner.

The engine on mine gets sluggish too... it always has. When you turn the wheel the pump helps using turning power from the engine. When you max it out the pump is trying to help you turn more, and with the wheel maxed out the pump works extra hard and takes a lot of the power from the engine. If you have a 305 the power drain will be much more noticable than if you have a 350.
