Heater and A/C problems

I have a 2002 Grand Cherokee. In the summer the A/C blows cool (NOT cold) air with very little flow.
In cool weather, the heater doesn't want to heat up...but when it does it is hot. For example, I can drive for a half hour with no heat and suddenly it will kick on.
Don't know if these problems could be caused by the same thing. Any suggestions.
