Looks like a nice kit, but I doubt it comes with everything you need. So be prepared to spend a couple hundred extra to finish up the kit. But for the price it doesn't look like a bad place to start.

Would he need to replace his injectors, fuel rail, and go with an updated ECU program, or could the neon ECU and hardware be able to handle

Would he need to replace his injectors, fuel rail, and go with an updated ECU program, or could the neon ECU and hardware be able to handle the boost on it's own?The injectors would need to be upgraded to at least 24lbs., the stock fuel rail works great, a better fuel pump (a walboro 255 lph would do), your stock ECU will work but you need a Voltage clamp or Missing link to work with it. You can put on an MSD ignition also.

what else would I need to finish it?Everything that I mentioned above and:
*probably a bunch of fittings and clamps
*I would run an intercooler with it, so you would need that and the piping
*Plumbing for the turbo, some turbos are just oil cooled and some are also water cooled
*RRFPR
*Return line. Your car doesn't have one so you need to find a way make one.

There is some stuff I may be forgetting, but that is all I can think of right now.

how much horse power will that give me with 8 psi?Depnding on other mods, I would say around 50-75HP. With the intercooler you add about another 30-40HP.

As an idea though, I can't remember the specific name, but I know a company called "Chill-factor" (or something like that) sells a decent turbo kit for the neon, complete, except one is intercooled and one is not... but there is a whopping $1300 difference... you can scrounge an intercooler off of anything similar and fabricate it in for a lot less than $1300... anyway it peeked my curiousity.

They have some real nice turbo setups, but they are expensive! I heard they were having some problems filling orders awhile back and stopped taking orders. People had been waiting 6-8 months for parts. You might wanna check all that out before ordering anything from them.
