Horn not working on 96 Cavalier

Hello, I am doing my friend a favor and asking a question about his car here.

He has either a 1996 or 97 Cavalier and he some how shorted out the DC outlet by the steering colum, and now his horn does not work. He knows it's related to this because he tells me he was playing with the outlet at the time. Now, I would like to know what fuse, if any the horn is connected to, being that I would imagine that would be the first place to check for a solutuion. And, if it's not the "horn fuse" then is it the horn unit it self, or something else.

P.S. I am used to working with GM cars, W bodies to be specific, so, I pretty much know all I think I would to get this working again.

I don't know if its a fuse, but i did have to replace my horn unit, id recommend just buying a cheap generic replacement for like 30 bucks rather than the like 70+ bucks that gm whats for an original horn (canadian btw), replacing the actual horn unit is a bitch, its fairly akward to get at and than take apart, my 96 cavalier's horn just stopped working 1 day so i had to replace mine, but if it could be a fuse check into that first

Did you check the 15amp lighter fuse? My outlet also recently shorted out. The horn also hasn't been working for a week or two but didn't think anything really of it. I didn't realize the outlet had shorted until I tried to read a code and the scanner wouldn't connect to the computer. It draws 12V through the DLC and is tied to that same fuse. It wouldn't take a leap of imagination to guess that the horn may be tied in to that same fuse. It's not likely that the lighter, horn, and DLC would all be used at the same time.

replace the lighter fuse. i have a short in my cig lighter so anytime somebody tries to plug a cell phone charger in it it blows the fuse then i have no horn. i wish people would tell me that they are goign to plug shit in before hand save me 25 cents. bastards. but yeah replace the fuse and it should be all good. its got the diagram on the back of the fuse cover on the driver side dash next to the door.
