'97 Voyager parking brake stuck on.

I've been in the hospital a couple of months. I tried to move the car and the parking brake will not release. The pedal releases, but the brake is stuck on. I've moved the car both ways, but it refuses to let go.
What might be the cure?

Underneath the car near the drivers side rear wheel locate the cable that goes to the emergency brakes and give a good pull a few times and this might free it up and then you probably have to get them adjusted so it works right.

if the parking brake has been engaged the whole time, it may have rusted itself to the drum
