Here in florida you can have them as long as the tubes themselves are not showing and no red light in front. If any color is flashing thats also illeagle. you can have red in the back, its a rear color so its permited. I have found that if you do however get pulled over for any color at anyreason, go to court about it and tell the judge that you feel safer with them on.. They canont do anything about it then. It turns into a safty reason. This always works with dark colored cars, and sometimes works with others. I hope that helps.. Can't be red or blue(emergancy colors) Your example of the excuse to in court that the neon is a safety item sounds like BS.
