Would like to know can a bad power steering pump cause the fluid to back out of the reservoir, I can only keep the reservoir at the minimum mark because anything higher it overflows when the car is running.

Cap looks good tried out something got a normal cap punched 4 holes in it filed to the upper level and ran the car and it didn’t overflow, What could be causing the backpressure any suggestions?

You should be checking the level with the car running. That's why. Just like an automatic tranny.

You have too much fluid in it.
