There's a time for turbulance but it's not at the intake. What the thing is trying to do, in effect, is give you a longer intake plenum, but it cancels itself out by the turbulance created too soon. A Holley stubstack is kinda' like it, giving a mild supercharging effect, but it doesn't cancel itself out with turbulance. Sooo... I say no, it's snake oil.
