If I need to buy a new gauge cluster what do I do about the mileage?? Does it come preset and is it against the law if i set it?? Or does it do it on its own.

You have to buy a cluster with similar miles on it as yours. In order to keep everything legal you have to gain access to a reciept and have the place your buying it from, document the miles on your car and the new cluster. Than you have to have it installed by a shop whom will again document the miles on your cluster before the swap. You can use that as an adjustment. Or you can do this all on your own, and not share it with anyone.

PS. I have two speedo-clusters for sale, one with i believe 70,xxx something miles on it, and one with 135,xxx miles on it.
