Strange Starting/Electrical Problems

I have a 1995 Grand Cherokee stranded on the interstate. When I try to start it, nothing happens, not even a click, except that my gauges and all indicator lights start flashing along with the headlights. Sort of like the alarm, except EVERYTHING is flashing. I can make it quit by disarming the alarm in the door. Also, when I sit down or put weight on the driver side, the hazard lights stop working.
The engine quit while driving. The catalytic converter must have gotten plugged, because it was glowing orange when I pulled over with smoke coming up from it. I solved the cat problem, but now I can't start it because of these strange problems. I thought the heat may have melted some wires together, but could that be causing such widespread problems? I have been experiencing electrical problems, like the alarm goes off for no reason, the horn doesn't work, the sunroof only sometimes moves. I don't care about that stuff as long as it runs though. What should I try on a tight budget?
