NO Headlights and Horn...sometimes it comes on

I have a question about 93 Lumina Euro 3.1. I just purchased it and on the same day realized that the headlights are not coming on. I also noticed that the horn is not working. I called up the guy that I bought it from and he came over to see and while we were looking for the fuse box, I tried the horn and it sounded out of a sudden, the lights came on as well (the car was off). With the lights on, I tried to turn on the engine and the lights (and horn) went out when the engine started. One other time in the period of 30 minutes the lights (and horn) came on (engine off) but failed to stay on when engine is turned on. I know it's not the fuse anymore as it comes on randomly (with the engine off). I have no idea what I did to cause the headlights (and horn) to come on (nothing really??). Also, seller told me that sometimes panel light drains the battery (stays on after engine shuts off) for some reason, so the seller told me to remove the fuse #11 from the glove box. I would like to fix that panel problem as well, but the main thing is to get the lights (and horn) working at all times. I also looked at the Owner's Manual and it mentioned some fuses in "Component Center" (total of 4 places where you can find fuses - Glove Box, Component Center, Passenger Under Hood, and Driver Under Hood), but I couldn't locate Component Center fuse box. There I can find Headlight Circuit Breaker fuse in location #7. Does that even have anything to do with my headlights (& horn) problem? I would really appreciate any help as I can currently drive only until sunset (and I just bought this car). Should I return it, or is it nothing major to fix? Thank you kindly...

Just wanted to update on the situation:

I checked the driver's side under hood fuse box and noticed thqat the wiring is in very good condition, but I noticed the wire being loose from the battery connected to the fuse box, supplying power. I tightened the wire and voila, lights and horn all working in all combinations (engine ON/OFF, and so forth).

I was wondering if anyone knows about the plastic lever (for signals, brights, wipers, cruise). I can't turn on the brights, it doesn't 'click/switch' to brights. I'd probably have to change it, but how would you go about it? Thanks
