Repairing Rust Spots

I have a 1986 Dodge Ram, which has a few rust spots that I want to look after. I'm not sure the best way to go about taking care of them, but thats why I signed up here.

The most severe rust spots are on the rims of the rear wheel wells. The rust has gone right through, but there is still enough structure to apply something and fix the holes. Other spots that I have seen are not so bad. The paint has just bubbled and some parts are rusted and exposed. I was thinking I would start by washing the whole truck with my pressure washer to remove the dirt, and loose rust. Is this a first good step?

What I want to do is fix the rusted spots so that I can paint over them and have a more clean looking truck. I'm not sure where to start. What types of products should I get? Fillers? Fiber glass fillers? Cleaners? Type of sandpaper?
