1999 GMC Sierra (new body style)

The three cigarette ligher ports under the radio are no longer working. Any idea where the fuse is for these ports? If it is in the normal fuse array, which one controls it?

P.S. Another thing is happening that might or might not be related. The alarm will mysteriously sound and about 2 minutes later, both doors unlock as if I hit the unlock button on the keyfob twice. This is weird, but perhaps you have heard of this also?
