97 Escort Tie Rod Troubles

Recently (1-2 months ago) changed tie rod ends...shimmy in tire(s?) at 55mph+. Seemed to do the trick, but shimmy is now back, worse than before and occuring at lower speeds. With the tire off and grabbing the wheel assembly, I can shake it (slightly) left and right and the movement seems to be happening at tie rod itself. 90,000 miles, wife's car, limited funds (DIY).
Wheel alignment? Is it even possible to replace tie rods without a lift? All suggestions welcome!

(Outer) tie rod end's are easy to replace, I've done a few. No, you dont need a lift. But you will need a air hammer or a regular hammer.
Just jack up the front wheel's and watch the tie rod end as you push and pull the wheel left and right, there should be no movment in the rod end joint.

Perhaps I should be more specific: I have already changed the tie rod ends but this vibration is still happening. Should there be any play at all in the inner tie rod? Any slop at all at the joints?

I would bet you have a off balanced wheel or bend rim.
