will 31x10.5r16.5 fit on a stock 2001 se rim. the tires i currently have on there are 267/70 r16. i was wondering if that .5" was going to make all that big of a difference

nope, won't fit. You have to buy a 16" tire.

Not to mention 16.5" wheels have a very different bead seat.
