My 93 civic and a customer of mines 2000 civic share a unique problem.
From time to time we can get into our cars and try to start them and it just spins over. But only happens if the tilt wheel is at the bottom. Bit does not happen everytime. You can put the steering wheel up and it starts. His car is an auto trans and mine a 5speed......Anyone got a clue? At times the cars will just die at a stop light. 2 dif cars dif motors.......His is stock and never been messed with.

Maybe a loose wire in for the ignition? Might want to take off the plastic cover and have a look.
